How is bending priced?

Press brakes charge per bend: $0.50–2 each for simple 90° forms on a press brake, more forcoined, hemmed or large-part bends that need special tooling or a second operator. Setup — tool selection, back-gauge programming, test pieces — is charged like every setup: minutes × rate ÷ batch. Why is there a minimum charge for bending?
